Several bus lines (Badger, Wisconsin Coach USA, Lamers) and the Amtrak Hiawatha Train all go downtown en-route as part of incoming or outbound onward services. Buses (and the train shuttle) all leave from just outside the baggage claim, if you're lucky there'll be one waiting (on average there are 1-2 per hour). $4-6.
