The only practical way to reach Sulina is by boat. There are daily ferries from Tulcea, with travel times ranging between 1 1/2 and 4 hours. Most of them leave at around 1pm in the summer. From Bucharest, take the 7am departure from the bus station at 242 calea plevenei, or the 0518 train from Bucuresti Nord
