  • In 2008 the Federal Government declared Sakhalin Island a special border region. Foreigners who wish to visit the island, apart from Yuzhno-Sakhalinsk proper, must have an permit from the Russian Border Guard. Permits can be theoretically obtained upon entry to Sakhalin, although your odds of success are better if you apply in advance with direct sponsorship from an island resident or business. Otherwise, tourists can usually only gain a permit if they are booked on an guided tour through a travel agency, although some travelers have reported success by transiting from Russia to Japan via Sakhalin on their own - success largely depends on the political climate at the time of your visit and the mood of the officer, you will also need to be able to speak at least some Russian.
